NEW YEAR AND CHRISTMAS HOLIDAYS
From now on, non-working days of New Year and Christmas holidays are set only on December 31, January 1 and January 6.

UNIDENTIFIED SOURCE OF INFORMATION
The bill proposes to establish the concept of "non-identifiable source" in the law on “Mass media”.
In the meantime, the bill stipulates that the publication of information disseminated by a non-identifiable source, regardless of the fact of referring to that non-identifiable source, does not absolve from responsibility.
This means that a person carrying out media activities will not be exempt from liability for insult or defamation and will be liable for compensation if the actual data expressed or presented by him is a reproduction of information disseminated by an unidentifiable source, regardless the fact of the reference to this unidentifiable source.
The bill has been adopted by the National Assembly of the Republic of Armenia in the first reading.

TAX LEGISLATION
PROVISION OF ELECTRONIC SERVICES HAS ENTERED THE TAX LEGISLATION
Amendments to the Tax Code propose to establish the concept of electronic services for the purposes of Armenian Tax Law, in consideration to the changes currently provided for in Annex No. 18 of the EAEU Treaty on regulation of this sphere. The purpose of the draft is to clarify the definition of an e-service, to define the rules for determining the place of provision of electronic services, as well as to regulate the calculation and payment of VAT on electronic services provided by a non-resident organization to an individual entrepreneur or notary.
The draft on the amendments to the law has been adopted by the National Assembly in the first reading on 06.10.2021.

A NEW AGREEMENT FOR AVOIDANCE OF DOUBLE TAXATION HAS BEEN RATIFIED
On 28.10.2021, the agreement between the Government of the Republic of Armenia and the Government of the Republic of Singapore on the exclusion of double taxation of income and the prevention of tax evasion has been ratified.

COVID-19 NEW MEASURES
According to the amendments made to the Order No. 23-N of the Minister of Health of September 11, 2020 "On approving the list of personal protective equipment, cases and procedure, sanitary-epidemiological safety rules", from now on:
- It is mandatory to wear a mask outside the residential area, in open public areas.
- Wearing a mask is not mandatory for the following persons and cases:
- Children aged 0-5,
- Speakers an participants of the ceremonial events chaired by the President of the Republic of Armenia, the Catholicos of All Armenians, the Prime Minister, the Speaker of the National Assembly, the President of the Constitutional Court, the President of the Supreme Judicial Council and the direct participants of the event (except journalists and service staff),
- Presence of chronic respiratory diseases: asthma, chronic obstructive pulmonary disease, emphysema or bronchitis - severe respiratory failure, chronic functional heart failure of the 3rd, 4th functional class, provided that the mentioned persons have proof of medical disease,
- Exercising or cycling,
- in areas designated for outdoor activities, recreation areas and beaches, mountains, forests and similar outdoor areas, but not parks, city parks, botanical and zoological sites, historical and cultural sites, pilgrimages, individual and group economic activities, participation in excursions, walks, trips and other similar activities,
- Being alone in the TV pavilion of TV presenters while broadcasting TV programs and TV programs,
- Carrying out sign interpretation during the broadcasting of TV programs,
- Deafness (people suffering from deafness, who perceive the word by following the movements of the lips),
- Mental disorders and behavioral disorders,
- Cognitive disorders,
- facial injury or maxillofacial intervention in the mouth,
- Smoking, drinking and eating.
The actions of the Order are in force starting from November 1 of this year.
